Amalgamation Referendum

The Minister of Municipal Affairs and Housing has called a referendum vote for Saturday, June 23, 2018 on the possible amalgamation of the Municipality of North Cowichan and the City of Duncan.

This determination of official assent voting results was made by the Chief Election Officer on Monday, June 25, 2018 at 1:30 p.m., and is based on the ballot accounts as amended by Mary Beth MacKenzie, Chief Election Officer.

FAQ: How to Vote in the 2018 Referendum

When and Where to Vote 

You may vote at any one of the following voting places between 8:00 a.m. and 8:00 p.m. on Saturday, June 23, 2018:

  1. Chemainus Seniors Drop-In Centre - 9824 Willow Street
  2. Quamichan Campus of Cowichan Secondary - 2515 Beverly Street 
  3. Crofton Elementary School - 8017 York Avenue
  4. École Mount Prevost Elementary - 6177 Somenos Road
  5. Maple Bay Elementary School - 1500 Donnay Drive
  6. North Cowichan Municipal Hall - 7030 Trans Canada Highway

What is the referendum about?

In response to a request from the Councils of both the Municipality of North Cowichan and the City of Duncan, the Minister of Municipal Affairs and Housing called a vote for June 23, 2018 to determine whether the electors of both municipalities are in favour of amalgamating. Do I qualify to vote?

You may vote in the referendum as a resident elector if, on the day of registration, all of the following apply:

  • you are 18 or older on general voting day;
  • you are a Canadian citizen;
  • you have lived in British Columbia for at least six months;
  • you have lived in the Municipality of North Cowichan for at least 30 days ; and
  • you are not disqualified from voting in an election, or otherwise disqualified by law.

How do I register to vote?

The Municipality of North Cowichan has adopted the Provincial List of Voters. If your name does not appear on the List but you are a qualified elector, you may register at the voting place immediately before you vote.

REMEMBER: to register to vote you must bring at least two pieces of identification that provide evidence of your identity and place of residence. At least one of the documents must contain your signature.

ACCEPTABLE DOCUMENTS: B.C. Driver’s Licence; B.C. Care Card; Social Insurance Card; credit card; passport; bank debit card; utility bill; or property tax notice, ICBC certificate of vehicle insurance.

Can I vote if I own property in North Cowichan, but live somewhere else?

You may be eligible to vote in the referendum if you own property in North Cowichan but live somewhere else in B.C. If there are other owners of the same property, you will need their consent. For more information, please call 250-746-3100.

What if I need assistance to vote?

If you find it difficult to get into a voting place, but can make it to the parking lot or the curb outside of a voting place, you may ask an election official to bring you a ballot. If you are unable to mark your own ballot, you may ask an election official, friend or relative to help you. If you need a translator, you may bring someone to assist you. If you require special assistance to vote, please call 250-746-3100 for more information.

How do I vote?

  1. On voting day, go to a voting place between 8:00 a.m. and 8:00 p.m. 
  2. Obtain a ballot from an election official.
  3. Proceed to a voting booth and following the instructions on the ballot, mark your ballot with the pencil provided (see sample ballot, below).
  4. Proceed to the ballot box, insert the ballot, and you’ve voted.

How do I mark the ballot? 

Using the pencil provided, place an “X”  beside your choice, as shown on this sample ballot:

Place an “X” in only one box. Do not write on the ballot or place any other marks on the ballot or your ballot may be rejected and your vote will not be counted!
