On May 1, 2019, Council adopted the new Animal Responsibility Bylaw, which contains important provisions for animal welfare, control, licensing, duties of North Cowichan animal owners, penalties, and enforcement. Coastal Animal Services

Coastal Animal Services of BC Ltd. has provided animal control services and pound facilities for North Cowichan since 1975.

Services Provided:

    • Animal Control - providing community safety by enforcing the Animal Responsibility Bylaw

Pet Adoption Service

The animal shelter provides a pet adoption service; so if you are looking for a pet, or need to find a new home for your dog or cat, give them a call.

Please ensure that your dog is always leashed and under control while off your property. Please carry 'pooper scoop baggies' with you when out for a walk. There are fines in place for those people who do not respect their neighbours or the community and allow their dogs to be a nuisance. If you need advice on remedying a particular problem, the animal shelter's helpful and friendly staff will be happy to assist you.

Please note that Coastal Animal Control Services of BC Ltd. is not the BC SPCA Cowichan Community Animal Centre located at 7550 Bell McKinnon Rd, Duncan.


You can securely access all of your North Cowichan accounts online, 24 hours a day, 7 days a week at View tax account information, water consumption, utility history, dog licences, and business licences. All you need is a copy of your bill for the account number you want to register and then create a profile to register your accounts.
