Vancouver Island Motorsport Circuit

Current Status (November 2019):

On October 25, Mayor Al Siebring, gave notice under section 131 of the Community Charter that he intended to bring back the Vancouver Island Motorsport Circuit (VIMC) Zoning Amendment Bylaw (Bylaw No. 3761) for Council’s reconsideration. Since Council defeated the rezoning application on October 4, new information has been received that is relevant to the application. As a result, at the November 6 Regular Council Meeting, Council voted unanimously to hold a second public hearing before reconsidering the proposed rezoning. Due to Council’s previous decision to deny third reading of the zoning amendment bylaw, VIMC’s request that their Development Permit application be reconsidered will be deferred until after the upcoming public hearing.

Links to any additional information that will form part of the public hearing record (minus letters submitted from members of the public) that will be considered at the public hearing will be made available on this page on Friday, November 29, 2019. This is the same date that the public hearing binders will be available for viewing by the public at Municipal Hall.

The public hearing is scheduled for Monday, December 9, 2019 at the Cowichan Performing Arts Centre at 6:00 pm.

September 2019:

VIMC has submitted a rezoning application to amend the zoning of the existing facility and lands for a proposed expeansion from Heavy Industrial (I2) and Commercial Rural Recreation Zone (C8) to a new Comprehensive Development Zone (CD21).  A Staff report regarding the application is now posted here [PDF - 2 MB].  North Cowichan Council has given first and second reading to Zoning Amendment Bylaw No. 3761 on August 21, 2019.  A public hearing regarding the application and amendment bylaw is planned for October 1, 2019.
