Crofton Local Area Plan

Council adopted Crofton Local Area Plan Bylaw No. 3580 [PDF - 46.5 MB] on August 19, 2015. Crofton is identified as one of three growth centres within the Municipality of North Cowichan’s (MNC’s) Official Community Plan. The purpose of the Local Area Plan is to provide a detailed policy framework and implementation strategy. The Plan is a conceptual document that provides guidance for citizens, developers and municipal staff when contemplating development proposals and community initiatives, and provides certainty on the future direction of the community as it grows and changes over the coming years.

Beginning in 2016, the following projects were undertaken:

Queen Street between Joan Avenue and Chaplin Street

  • installation of new water main
  • installation of new sewer main
  • new asphalt overlay
  • new sidewalk on the east side of Queen Street
  • new angled parking
  • new traffic calming intersection with raised crosswalks, landscaping, and street furniture

Queen Street between Joan Avenue and Charlotte Street

  • installation of new water main

Joan Avenue between Queen Street and the Crofton Museum

  • new 90 degree perpendicular parking adjacent to the park
  • new sidewalk
  • rain garden

 Joan Avenue between Queen Street and King Street

  • complete sidewalk connections
  • repairs to storm drains
  • rain gardens
  • replacement streetlighting
  • updated curb extensions and landscaping
  • street furniture
  • retention of angled parking on the south side of Joan Avenue
