Public Hearing Notice - Averill Hills, Tzouhalem Road, Westlock Road


Notice is hereby given that North Cowichan Council will hold a public hearing at 7:00 p.m. on Thursday, July 18, 2013, in the Council Chambers of the North Cowichan Municipal Hall, 7030 Trans Canada Highway, North Cowichan, BC, to allow Council to receive public input on proposed Bylaws 3515, 3516 and 3517 which each will amend "Zoning Bylaw 1997," No. 2950.  

1. Bylaw 3515, "Zoning Amendment Bylaw (No. 4 - Text Change - Averill Hills), 2013," proposes to reduce the minimum permitted lot size from 12 hectares (29.65 acres) to 9.0 hectares (22.2 acres) for the southern portion of property (approximately 11.8 hectares) located on North Road (Lot 1, Section 5, Range 2, Somenos District, Plan VIP63560; PID:  023-483-539; Folio 05028-002), shown as "Portion of Subject Property" and outlined in bold on Map 1. If approved, the applicant proposes to construct a 9-lot subdivision within the entire Lot 1.  

2. Bylaw 3416, "Zoning Amendment Bylaw (No. 5 - Tzouhalem Road), 2013," proposes to reclassify #15 -1927 Tzouhalem Road (Lot 15, Section 18, Range 1, Cowichan District, Plan VIS2425, Folio: 00363-115; PID: 017-879-892), shown as "Subject Property" and outlined in bold on Map 2, from Residential Small Lot Mobile Home (R4) Zone to Residential One and Two Family (R3) Zone. The R3 zone permits the following uses: Agriculture; Assisted Living; Bed and Breakfast; Community Care Facility; Home-Based Business; Secondary Suite, Single-Family Dwelling; Supportive Housing and Two-Family Dwelling.  

3. Bylaw 3517, "Zoning Amendment Bylaw (No. 6 - Westlock Road), 2013," proposes to amend Bylaw 2950, "Zoning Bylaw 1997" by reclassifying 6277 Westlock Road (Lot 5, Section 3, Range 2, Comiaken District, Plan VIP21685; PID 003-441-342; Folio 09154-000], shown as "Subject Property" and outlined in bold on Map 3, from Restricted Rural (R1) Zone to Restricted One and Two Family (R3) Zone. The R3 zone permits the following uses:  Agriculture; Assisted Living; Bed and Breakfast; Community Care Facility; Home-Based Business; Secondary Suite, Single-Family Dwelling; Supportive Housing and Two-Family Dwelling. If approved, the applicant proposes to subdivide the property to allow future residential development.

Copies of the proposed bylaw and related information may be inspected in the Planning and Development Department, North Cowichan Municipal Hall, 7030 Trans Canada Highway, Duncan, BC, Monday to Friday, between 8:00 a.m. and 4:00 p.m., from Thursday, July 4, 2013, to Thursday, July 18, 2013.
