Council Matters - July 2, 2014

On July 2, Council met to consider the draft University Village Local Area Plan (UVLAP). Staff presented the plan, which is intended to be an appendix to the Official Community Plan (OCP) and to give clear direction on land use in the University Village Area.

The University Village Area is one of the three urban core areas in North Cowichan where greater density and a higher level of service is planned. During the Committee of the Whole portion, Council debated proposed changes to the UVLAP in Policy Area 8 Somenos Area. The changes considered included moving the Urban Containment Boundary (UCB) from Beverly Street part, or all, of the way to the dike, plus defining the land uses that would be permitted (park, institutional, residential and commercial) in the area. The majority of Council directed staff to amend the proposed UVLAP to illustrate a revised UCB that follows the alignment of the dike between the Trans-Canada Highway and Lakes Road.  Council then directed staff to develop a revised land use concept for the lands between Beverly Street and the dike which is reflective of the revised UCB for further discussion with Council at an upcoming meeting, now scheduled for July 10 at 1:30 pm. The public are welcome to express their opinions before and at the July 10 meeting.
