Bell McKinnon Neighbourhood Planning Process Kicks Off


On February 17, 2016, North Cowichan Council endorsed staff to start working on a high-level neighbourhood plan for the Bell McKinnon area.  
The 2011 Official Community Plan places the Bell McKinnon area within the Urban Containment Boundary (UCB), designating it as an area for future urban growth.
This high-level neighbourhood planning process will identify appropriate land uses, evaluate transportation networks and standards (including roads, sidewalks, bike lanes, and transit routes), and consider the requirements for extending additional Municipal infrastructure into the area.
Concurrent with the neighbourhood planning process, the Municipality is considering an application from the Cowichan Valley Regional Hospital District (CVRHD) to rezone three properties in the Bell McKinnon area (6751, 6771 and 6793 Bell McKinnon Road) to facilitate the future construction of a new Cowichan District Hospital.
It is anticipated that both the neighbourhood plan and review of the CVRHD rezoning application will be completed by July 31, 2016.
Although this process is set to unfold in a relatively short timeframe, the Municipality is committed to gathering feedback from Bell McKinnon residents on development of the neighbourhood plan. The community can be involved in the following ways:By attending a drop-in open house at Municipal hall from 4:00-7:00pm on Thursday, March 31, 2016.
