North Cowichan Council to Hear from the Public and Make Decision on December 5 Regarding Womens Winter Shelter
November 21, 2018
At it's November 21 meeting, North Cowichan Council decided that it will hear from the public and make a final decision on December 5 regarding an application for a temporary use permit for a temporary women's winter response shelter on property owned by the Cowichan Valley School District (SD79).
Under the proposal, the old concession building on SD79's property at 2003 University Way would be used by Cowichan Women Against Violence Society (CWAV) to operate a shelter to provide women with meals and a warm place to sleep. If a temporary use permit is issued by Council, the shelter would be allowed to open nightly between the hours of 5pm and 9am from the day any permit is issued until March 31, 2019.
The draft permit that North Cowichan Council will be considering also includes conditions that require security measures and daily sweeps of the site to ensure that it is clean and safe.
The application and opportunity for input will be advertised in the local newspaper and on the Municipality's website (www.northcowichan.ca, "Events").
A staff report, the draft permit, and CWAV's application are part of the November 21, 2018 Council meeting, and can be viewed here (see pp. 86-103): https://www.northcowichan.ca/Documents/Cache13/Agendas/2018/Agenda%20Package%20-%20Council%20-%20Regular_Nov21_2018.pdf
