Council Again Denies Giving Third Reading of VIMC Track Expansion

(North Cowichan, BC) - In the early hours of December 10, 2019, Council voted to once again deny giving third reading to Zoning Amendment Bylaw 3761. With the motion, in its current form, having been defeated, Council subsequently made new motions to rescind second reading of the bylaw and amend it to make it apply to the lands comprising Phase I of the Vancouver Island Motorsport Circuit's (VIMC) operations.
Council then read the bylaw a second time, as amended, to rezone only VIMC’s Phase I lands to the Comprehensive Development Zone. In addition, as two separate public hearings on this matter have already occurred, and a considerable amount of public input has been received, Council waived a further public hearing for the amended bylaw. Council directed staff to give notice of waiver of the public hearing for the amended bylaw, and directed that it be brought forward for consideration of third reading in early 2020.
