North Cowichan Denies Third Reading of Bylaw 3761 to Rezone Vancouver Island Motorsport Circuit

After a second evening of public hearings, North Cowichan Council decided to deny third reading of a bylaw to rezone the Vancouver Island Motorsport Circuit (VIMC) into a Comprehensive Development Zone that would encompass the existing motorsport facility and proposed expansion area located at the Cowichan Valley Highway and Drinkwater Road.
Over two nights of public hearings, Council received public input for approximately 9.5 hours. Tonight, the public hearing continued until after 1:00a.m., after which, Council considered the following motion:
That Council give third reading to “Zoning Amendment Bylaw No. 3761, 2019” – a bylaw to rezone three properties at Cowichan Valley Highway and Drinkwater Road to a new Comprehensive Development Zone and direct staff to work with the municipal solicitor to prepare the legal documentation to secure the written commitments made by VIMC in their September 25, 2019 letter and the additional commitments/agreements made by VIMC at the public hearing.
Council debated the motion and voted to deny third reading. This means that the application cannot move forward as proposed.
