North Cowichan Implements Step 2 of the BC Energy Step Code

(North Cowichan, BC) – To encourage higher efficiency in new builds in North Cowichan, the Municipality’s Building Bylaw, beginning on May 1, 2021, will require all new residential buildings (to which part 9 of the BC Building Code applies) to meet Step 2 of the BC Energy Step Code. The BC Energy Step Code serves as a policy pathway towards the Province’s goal that all new buildings must reach a net-zero energy efficiency standard by 2032.
Last summer, Council agreed to amend North Cowichan’s Building Bylaw and encourage voluntary compliance with the Step Code by introducing an incentive program and giving property owners and builders advance notice of the May 1, 2021 Step 2 requirement. The incentive program will continue after May 1, with homebuilders eligible for rebates of up to $1,250 for voluntarily meeting Step 3 or above. Rebates are funded through the Municipality’s Climate Action Reserve Fund, with a total of $30,000 available and allocated on a first-come-first-serve basis until the funds are exhausted.
“The BC Energy Step Code is a forward-thinking program that aligns well with Council’s priorities around the environment,” says Mayor Al Siebring. “By participating early and making Step 2 mandatory now, we expect there to be a positive effect on the energy efficiency of North Cowichan’s building stock. This will help to reduce our overall carbon footprint and support our goals around climate action.”
