If you are building a new home or installing a mobile home or adding bedrooms to an existing one you may require a permit from the Island Health if your property is not connected to a municipal sewer system.
North Cowichan Building Bylaw requires that we obtain a record of sewage or a letter of certification prior to issuing a building permit.
It is therefore the responsibility of the owner of the parcel to ensure the private sewage disposal system is designed, constructed, and maintained in accordance with the BC Sewerage System Act.
It is the responsibility of North Cowichan to ensure that the building sewer is connected to a public or private sewage system. Occupancy and final approval cannot be issued until the building is connected to a public or private sewage disposal system.

On November 1, 2005, B.C.'s Ground Water Protection Regulations came into force. As of that date all water wells must be constructed by, or under the direct supervision of, qualified well drillers. Pumps for water wells must be installed by, or under the direct supervision of qualified well pump installers. Registered well drillers and pump installers have identification cards issued by the Ministry of Environment.
