On June 12, 2026, Mayor Rob Douglas wrote a letter to Premier David Eby regarding the urgent need to address the compounding homelessness, addictions, and mental health crises affecting North Cowichan and the broader Cowichan region.
In the letter, Mayor Douglas requests the province re-open applications to the Heart and Hearth program, repurpose the existing Cowichan District Hospital as a secure treatment facility once the new hospital is operational, provide funding for additional treatment and recovery beds, and secure a new year-round shelter and daytime drop-in centre.
