Revitalization Tax Exemption program

North Cowichan offers a Revitalization Tax Exemption (RTE) to encourage investment and growth in our community. This program offers property tax exemptions for eligible industrial projects, helping businesses expand while supporting local jobs and economic development.

  • Eligible projects receive a 100% exemption on property improvements on the municipal portion of property taxes for the first five years, and then 50% for an additional five years. . After 10 years, the exemption ends and regular property taxes apply.
  • Applies to new construction or major renovations valued at $2 million or more.
  • Available across all industrial-zoned lands in North Cowichan (except the Benchlands Project in Chemainus).

Who can apply for the tax exemption? Industrial property owners undertaking new construction or major renovations valued at $2 million or more.

How long does the exemption last? The exemption provides 100% relief from municipal property taxes on the improvement value for 5 years, followed by a 50% reduction for five years, for a total of 10 years of tax relief.

Does this apply to all industrial lands? The RTE applies across North Cowichan’s industrial-zoned lands, except the Benchlands Project in Chemainus.

What types of projects qualify? Eligible projects include new builds, expansions, or significant upgrades that meet the minimum investment threshold.
