Notice of Property Disposition - BC Ferries Crofton Ferry Terminal Upgrades

North Cowichan is working with British Columbia Ferry Services Inc (BC Ferries) to support the redevelopment of the Crofton Ferry Terminal. This project involves the introduction of two new vessels to the route, construction of a layby berth, and rehabilitation of the existing trestle. Construction work is expected to start in the summer of 2026 and be completed by the fall of 2027.

North Cowichan is considering the grant of a statutory right of way to BC Hydro for electrical upgrades to the terminal over a portion of Crofton Museum Park and Chaplin Street. A crew parking lot comprised of 21 parking stalls will be established near the skatepark on Chaplin Street and a site trailer and crane will be placed adjacent to the ticketing booth during construction.

North Cowichan gives notice, pursuant to sections 24, 26 and 94 of the Community Charter that it intends to grant the following:

  • Statutory Right of Way ($5,000 for disposition): BC Hydro infrastructure upgrades at Crofton Museum Park, (Lot 1 and Lot 2, Section 1, Range 11, Chemainus District Plan VIP10740, PID 005-311-799 & PID: 005-311-811)
  • Parking License (5-year term, $10,000 per annum): 21 park stalls located at 1537 Chaplin Street (Lot 1, Section 1, Range 11 Chemainus District Plan VIP23431, PID: 003-105-318).
  • Construction Staging (May 2026 to July 2027, $5,000 for the term): construction trailer and crane located at 1497 Joan Avenue (Crofton Harbour Facility Head Lease)
