NOTICE IS GIVEN pursuant to section 124(3) of the Community Charter that North Cowichan Council will consider amendments to Council and Committee Procedures Bylaw No. 3945, 2024 at their regular Council meeting being held on Wednesday, August 19, 2026, at 5:00 p.m. in Council Chambers, 7030 Trans-Canada Highway, North Cowichan, BC.
In general terms, the proposed amendments will:
- update Council and Committee meeting scheduling and cancellation procedures;
- update public hearing, public input, and question period provisions;
- update procedures for public hearings, right-to-be-heard matters, development applicants, and reconsideration requests;
- clarify delegation and petition requirements;
- distinguish between applications requiring a public hearing, applications where public hearings are prohibited, and applications requiring statutory notice only;
- restrict public input on certain development applications, including Temporary Use Permit and Development Variance Permit applications;
- update definitions, references, titles, and administrative provisions; and
- make housekeeping, clarification, and consistency amendments throughout the bylaw.
