NOTICE IS GIVEN that a Special Council meeting for the District of North Cowichan will be held on Tuesday, August 12, 2025 at 3:00 pm.
The Special Closed portion of the meeting will be held at 3:00 p.m. to consider matters that are closed to the public in accordance with the following sections of the Community Charter:
- 90(1)(c) Labour Relations or other employee relations;
- 90(1)(e) Land- acquisition, disposition or expropriation
- 90(1)(g) litigation or potential litigation affecting the municipality.
The Special Open portion of the meeting will begin at 5:00 p.m. to consider the following matters:
- To present the 2025 North Cowichan Fire Department Bi-annual Report [Jan-Jun]
- To consider adoption of the following bylaws: Bylaw No. 4022: Parks and Recreation Fees & Charges Amendments, Bylaw No. 4024: Fees and Charges Amendment Bylaw (Waste Collection Fees), and Bylaw No. 4025: Municipal Fine Amendment, BON Bylaw (Waste Collection Fees)
- To provide Council with background information on the 2026-2030 financial plan
- To consider awarding the Cowichan River Pipe Protection Project Construction Contract [Pre-stressed Concrete Cylinder Pipe/Ductile Iron Watermain Pipe - Scour Assessment, Mitigation, and Pipe Protection]
- To provide information on the Quamichan Park Road Watermain replacement [Jaynes Road to Somenos Creek]
- To provide an analysis of Bill 44 Compliance: Official Community Plan (OCP) & Zoned Capacity
- To provide a revised draft Affordable Housing Policy and Implementation Plan (2025 updates) for Council's consideration of endorsement
- To provide background information for review and to seek Council authorization to Sublease foreshore property in Chemainus to Jones Marine Group Ltd.
