North Cowichan is developing a new Community Amenity Contribution policy. Community Amenity Contributions (CACs) are cash or in-kind contributions provided by developers to fund amenities that will benefit the broader community and are negotiated as a condition of rezoning. The policy outlines development-paid contributions toward short-term infrastructure and towards affordable housing projects.
This CAC policy will be an interim policy, in effect until the Development Cost Charges (DCC) bylaw is updated and put into effect in 2026. DCCs cover a broader range of costs incurred through development including water and sewer servicing, roads, and public amenities such as parks and trails.
A survey will be open until April 13, and planning staff will be meeting with a cross-section of developers with active projects in North Cowichan. A report outlining the feedback heard will be shared with Council and the Economic Development Committee later this spring before the final policy is adopted.
