Individuals or groups can appear as a delegation before Council or the Committee of the Whole to make a presentation regarding a topic or concern that is important to them or their local community. A delegation may request an action, bring Council up to date on a project, idea, or concept, or provide further information on an issue currently before Council.
To appear as a delegation, you are required to submit a request that includes the presentation topic, the purpose of the presentation, and the specific action, if any, being requested of Council.
Council receives no more than two (2) separate delegations at a Council meeting, which may result in your request being moved to the next available meeting date. Please apply as early as possible.
Note: Delegations may not address Council or Committee of the Whole regarding a proposed bylaw that has already had a public hearing (where the public hearing is required under an enactment as a prerequisite to the adoption of the bylaw).
Financial/grant requests
If you or your group is requesting a financial contribution from Council, this is done through North Cowichan's annual Grant-in-Aid program.
