Short-term rentals

Short-term rentals in North Cowichan are managed through a combination of Provincial legislation and municipal bylaw.  

A short-term rental is defined as any rental of a legal dwelling unit or portion of a dwelling unit (such as a bedroom) for less than 90 consecutive days. 

All short-term rentals operating in North Cowichan must:

  • Be registered with the province through the STR portal
  • Be within all or part of the operator’s primary residence;
  • Have a valid North Cowichan business licence (for short-term rental); and,
  • Include a floor plan of the residence

A business licence is $100 per year, payable once your application is approved and a licence issued ($50 if after July 1). Once your application is approved, the annual fee is $100 (before February 28).

Zoning Bylaw

Guest Information

Short-term rental guests should be aware of North Cowichan bylaws to help keep the neighbourhood peaceful and respectful for everyone. 

Noise Bylaw

Ensure guests are made aware of North Cowichan's Noise Bylaw so as not to disturb neighbouring properties.

Traffic Bylaw

Clearly indicate where guest can and cannot park. Any guest parking that is not on your property must abide by sections 8-10 of North Cowichan's Traffic Bylaw.

Animal Responsibility Bylaw

Unless in a designated off-leash area, all dogs must be kept on a leash and in control at all times when outdoors.

Garbage and recycling

Guests must be given access to recycling, garbage, and organics bins, and understand how waste is separated.

Compliance 

If you suspect that a short-term rental is operating contrary to regulations, initiate a bylaw infraction complaint.
